A conversation about polluted stormwater runoff has begun to infiltrate the regional and national environmental scenes. Conservationists and scientists have known that runoff is a leading cause of pollution in waterways around the nation, but the debate has been largely hidden, and highly technical. In 2010 a hard-fought Washington state stormwater bill and critical conversations on the role of stormwater in Puget Sound and the Chesapeake Bay have begun to surface the issue in the media. Meanwhile, the EPA has begun a national rulemaking process for stormwater regulations under the Clean Water Act.

Stormwater and Green Infrastructure Convening

Polluted runoff is, by many orders of magnitude, the biggest threat to the health of Puget Sound. The region’s legendary rain carries an estimated 52 million pounds of pollution per year, generated by all of us who live around the Sound. This includes toxic materials like oils, grease, pesticides and metals. The “fix,” here and elsewhere, involves growing and building differently, creating a “green infrastructure” that replicates natural systems. With the region’s population expected to increase by more than a million people over the next 20 years, this “fix” is a daunting challenge, to be sure. However, there is also momentum building to address polluted runoff; a combination of new regulatory and legislative opportunities, exciting new advances in technology and design, and increased public awareness. Given the potential for these factors to lead to significant progress, the three sponsoring foundations felt it was timely to pull together their grantees working on these issues to network, exchange ideas and perhaps lay the groundwork for new collaboration.
